PPSA is a planning and real estate consulting firm and was hired by the Harlem Valley Partnership, when Dover Knolls Liason Kathy Schibanoff was on the HVP Board. John Shapiro of PPSA submitted the report, “Economic Development in the Harlem Valley,” in November, 1991.

It is my understanding that grant money allocated for Dover is being used to tear down 2 of the buildings in the psych center. Why? Isnt that money to be used for the town not private purposes?????
