Wind Rose
The Wind Rose Project is a recently proposed development which the Coalition has just begun to study.
As proposed, it is a lodging membership club on approximately 1,145 acres in the Towns of Dover and Pawling, Dutchess County, New York. The project site consists of eight combined parcels located on the east and west sides of West Dover Road with approximately 491 acres in the Town of Pawling and approximately 654 acres in the Town of Dover.
The project vision is to create a lodging membership club community comprised of residences and recreational amenities including a Jack Nicklaus Signature golf course and clubhouse, an equestrian center, riding and hiking trails, tennis courts, pool areas, a spa and fitness area, and a children’s camp. The residential use is proposed to be marketed as a “second-home community.” The proposed 230 residential units will consist of 21 “Suite Units,” 12 “Duplex Units,” 43 “Cottage Units” and 154 “Full Ownership Units.” As planned, 140 of the units will be located in the Town of Dover, while 90 of the units will be located in the Town of Pawling. No schoolchildren are expected to be generated from the 230 units falling within the local school districts.
More than 50 percent of the property, over 600 acres, will be preserved as open space and recreational amenities. The golf course will occupy approximately 211 acres. The project will be served entirely by interior private roads and trails, a privately owned wastewater treatment plant, and a central water supply system.
An application package was officially submitted to the Towns of Dover and Pawling Planning Boards on June 10, 2008, which included Land Use, Special Permit, Site Plan and Subdivision Plan applications; an Environmental Assessment Form; a Draft Scoping Outline; and various figures, maps, plans, and drawings.
